(CD4133763) NOTICE OF HEARING CAUSE CD 2026-000460BEFORE THE CORPORATION COMMISSION OF THE STATE OF OKLAHOMA APPLICANT: LANCE RUFFEL OIL & GAS LLC. RELIEF SOUGHT: WELL LOCATION EXCEPTION. LEGAL DESCRIPTION: SW/4 AND S/2 SE/4 SECTION 21, TOWNSHIP 18 NORTH, RANGE 2 EAST, PAYNE COUNTY, OKLAHOMA TO ALL PERSONS, OWNERS, PRODUCERS, OPERATORS, PURCHASERS AND TAKERS OF OIL AND GAS, INCLUDING but not limited to all persons if living or if deceased, their known and unknown heirs, executors, administrators, devisees, trustees and assigns, immediate and remote of any such party, and all corporations existing and if dissolved, known and unknown successors, and all persons having an interest in the captioned land.NOTICE IS HEREBY GIVEN that Applicant requests that the Commission enter an order amending Order No. 743710, dated August 28, 2024, as corrected by Order No. 744067, dated September 16, 2024, for the Skinner common source of supply underlying the SW/4 and S/2 SE/4 of Section 21, to permit a well for such common source of supply at the following location: No closer than 330 feet from the South line and no closer than 1,022 feet from the East line of the irregular, 240-acre unit comprising the SW/4 and S/2 SE/4 of Section 21, Township 18 North, Range 2 East, Payne County, Oklahoma. Same to be a well for the unit consisting of the SW/4 and S/2 SE/4 of said Section 21, an irregular, 240-acre unit by said order, which requires that the well be located as follows: 4.1 Not closer than 660 feet to the unit boundary. The legal descriptions of the land sections adjacent to the area within which the location exception lies are the N/2 SE/4, NW/4 and NE/4 of Section 21; SE/4 and NE/4 of Section 20; W/2 SW/4 of Section 22; N/2 NW/4 of Section 27; NW/4 and N/2 NE/4 of Section 28; and NE/4 and SE/4 of Section 29, all in Township 18 North, Range 2 East, Payne County, Oklahoma. Applicant further requests that Applicant or some other party be authorized the right to drill said well. Applicant further requests that it be permitted to produce said well at said location from the common source of supply covered hereby with no downward allowable adjustment. SPECIAL RELIEF: Applicant further requests that the order to be entered in this cause may be made effective prior to the date of issuance of the order. NOTICE IS FURTHER GIVEN that the hearing on the Well Location Exception is set before an Administrative Law Judge on February 23, 2026, at 8:30 a.m., at the Concourse Theater, Suite C50, Will Rogers Memorial Office Building, 2401 N. Lincoln Blvd., in the Capitol Complex, Oklahoma City, Oklahoma 73105. The Concourse Theater is located in the tunnel between the Will Rogers Memorial Office Building and the Sequoyah Memorial Office Building. NOTICE IS FURTHER GIVEN that the referenced hearing may be conducted via teleconference or videoconference. Instructions for participating via teleconference or videoconference are available on the Commission's website at www.occeweb.com. NOTICE IS FURTHER GIVEN that Applicant and interested parties may present testimony by telephone. The cost of telephonic communication shall be paid by the person or persons requesting its use.
