OCAT PWA 2620 Gulfstream Demolition Phase II Wiley Post Airport FOR OKLAHOMA CITY AIRPORT TRUST OKLAHOMA CITY, OKLAHOMAin the OFFICE OF THE CITY CLERK, Municipal Building, 200 North Walker Avenue, Oklahoma City, Oklahoma, 73102, until 10:00:00 a.m. on the 26th day of August, 2026. Bids shall be opened electronically at the above stated time for receipt of bids or as soon thereafter as practicable. Bids shall be made in accordance with the Bidding Documents, which are on file with the City Clerk and available for examination at https://www.bidnetdirect.com/oklahoma/cityofoklahomacityandtrusts. Bidders shall be pre-qualified pursuant to Ordinance No. 26,614 approved by the City Council on December 8, 2020, or qualified as otherwise specified in the Bidding Documents. All affidavits and certifications identified and listed herein as Bidding Documents shall be properly executed and accompany the bid of each Bidder. Bids electronically deposited more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before time set for opening of bids, as well as bids received after time set for opening of bids, will not be considered. The Oklahoma City Airport Trust reserves the right to reject any and all bids and to waive any and all informalities. Award to lowest responsible qualified bidder is subject to local bidder preference, see 61 O.S §103(B). A MANDATORY Pre-Bid Conference for the subject project will be held in the Terminal Building, Wiley Post Airport, 5915 Philip J Rhoads Ave., Bethany, OK 73008, at 9:00 a.m. on August 4, 2026. The only planned site visit will immediately follow the Pre-Bid Conference. A cashier's check, certified check, irrevocable letter of credit, or surety bond payable to the OKLAHOMA CITY AIRPORT TRUST in the amount of five percent (5%) of the total bid shall accompany the bid of each Bidder. Bid Security will be returned to unsuccessful Bidders. The Bidder shall forfeit its bid security in the amount of five percent (5%) of the bid amount for failure to deliver to the Airport Trust a properly executed agreement, bonds, and certificate(s) of insurance within ten (10) days of written notification of the Award of Contract to Bidder. The TRUST may require up to forty-five (45) days from receipt of bids to award of contract. Title VI Solicitation Notice: The Oklahoma City Airport Trust, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, all businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex, age, or disability in consideration for an award. As a condition of a grant award, the Sponsor shall demonstrate that it complies with the provisions of Title VI of the Civil Rights Act of 1964 (42 U.S.C. §§ 2000d et seq) and implementing regulations (49 CFR part 21) including amendments thereto, the Airport and Airway Improvement Act of 1982 (49 U.S.C. § 47123), the Age Discrimination Act of 1975 (42 U.S.C. 6101 et seq.), Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. § 794 et seq.), the Americans with Disabilities Act of 1990 (42 U.S.C. § 12101, et seq.), U.S. Department of Transportation and Federal Aviation Administration (FAA) Assurances, and other relevant civil rights statutes, regulations, or authorities, including any amendments or updates thereto. This may include, as applicable, providing a current Title VI Program Plan to the FAA for approval, in the format and according to the timeline required by the FAA, and other information about the communities that will be benefited and impacted by the project. A completed FAA Title VI Pre-Grant Award Checklist is required for every grant application, unless excused by the FAA. The Sponsor shall affirmatively ensure that when carrying out any project supported by this grant that it complies with all federal nondiscrimination and civil rights laws based on race, color, national origin, sex, creed, age, disability, genetic information, in consideration for federal financial assistance. The Department's and FAA's Office of Civil Rights may provide resources and technical assistance to recipients to ensure full and sustainable compliance with Federal civil rights requirements. Failure to comply with civil rights requirements will be considered a violation of the agreement or contract and be subject to any enforcement action as authorized by law.
